Perhaps intended as a toy or theatrical piece. Or, it may have formed part of a larger decorative carving. Or, did it serve some kind of ceremonial purpose?
 
We may never know, but regardless it’s a delightful object to handle and display – very much in the ‘folk art’ vein.
